Consultation has concluded.  The final Annual Plan 2023-2024 can be read here:  https://www.qldc.govt.nz/your-council/council-documents/annual-plans/

Feedback on the draft Annual Plan 2023-2024 has now closed and submissions are being reviewed. The next step is for submissions to be presented to Council at a hearing on 22 May.

The Draft Annual Plan reviews our budgets against what has been set out in the 2021-2031 Ten Year Plan based on what Council proposes to do in the 2023-2024 financial year.

Because there are adjustments in this year’s draft Annual Plan compared with year three of the 2021-2031 Ten Year Plan, it’s important everyone in the district has the opportunity to review what’s proposed and provide feedback. Key topics included in the draft Annual Plan include:

  • Progress on key projects

  • A higher than expected proposed average rates increase of 13.6%

  • Changes to user fees and charges

  • A change in schedule for our capital works programme.

  • Online in our 'document library' section on the top right of this page

  • As a hard copy at Council offices and libraries across the district

We also distribute the consultation document in the following ways:

  • As an insert in the ‘Mountain Scene’ and ‘Wānaka Sun’ publications on 6 and 7 April 2023

  • Delivered to PO Boxes in Glenorchy, Kingston and Makarora

  • Posted to all non-resident ratepayers.

Tell us more – looking ahead to our next Long Term Plan

We would love to hear more from you so we can begin planning for our next Long Term Plan (2024-2034). When you make a submission on this annual plan, you will also be asked if you would like to share your thoughts on three short questions. To learn more about what this involves, or to participate in this process separately, head to:

Submissions to the draft Annual Plan included a process to apply for a community grant. This is an opportunity for local community groups and organisations seeking support for their initiatives and we encourage applicants to consider how their application shows collaboration with other groups or organisations, and aligns to the outcomes of Vision Beyond 2050.

Community grant applications can be made for one-off community projects or operational costs for the 2023-2024 financial year. Applications for longer term funding (up to three years) can be made as part of the next Ten Year Plan consultation process in 2024.

It’s important to note that the majority of community grants funding is committed in the Ten Year Plan, with a small community grants fund available as part of the Annual Plan process. All community grant decisions will be made by the Council as part of the process to finalise and adopt the Annual Plan 2023-2024 in June.

A hearing was scheduled for Monday 22 May at the Lake Wānaka Centre (Armstrong Room) in Wānaka.


Please note that all submissions have equal weight, whether you chose to speak at the hearing or not.
