Submissions have closed on the amended Class 4 Gambling and TAB Venue Policy 2023.

We're taking formal submissions on an amended proposed Class 4 Gambling and TAB Venue Policy 2023, as the draft policy had two errors when we first undertook consultation in May 2023.

The errors were:

Section 5 - Club Venues

  • Removal of a clause allowing two or more clubs (owned and operated by Societies) that have Class 4 Venue licences to merge.

Section 4.4 - Maximum Permitted Electronic Gaming Machines (EGM)

  • Correction to the maximum number of EGMs allowed in a venue (reduced from 18 to 9).

The errors were not intended to be the focus of the review and should not have been incorporated into the draft Policy.

These errors have been removed from the corrected draft Policy and Statement of Proposal which can be viewed below:

Why we're taking submissions on a draft Class 4 Gambling and TAB Venue Policy 2023:

Queenstown Lakes District Council (QLDC) is proposing a new Class 4 Gambling and TAB Venue Policy 2023, which includes two amendments to the 2018 Policy we currently have in effect.

Legislation requires councils across Aotearoa New Zealand to adopt and review a gaming venue policy, and QLDC uses its Class 4 Gambling and TAB Venue Policy to limit the opportunities for gambling in the community and to manage its impact.

Class 4 gambling does not include casinos, but relates to Electronic Gaming Machines (EGM) otherwise known as "pokies" in clubs or pubs. These EGM are owned and operated by "societies" - non-commercial organisations that raise funds for the community or for "authorised" purposes.

Changes in the proposed Class 4 Gambling and TAB Venue Policy 2023 include:

  • Remove the requirement for societies to disclose information
  • Remove the requirement for public notification
