Consultation has concluded.

We're currently in the process of reviewing our Parks and Open Spaces Strategy 2017. Council provides a range of different open spaces that provide a variety of experiences for the community and visitors who use our parks. The Strategy sets out the key experiences that the open space network should deliver both within new subdivisions and developments, and existing urban areas. Ensuring the open space network delivers these experiences is the primary focus of the Parks and Open Spaces Strategy.

Vision:

The document's vision is to provide a rich and diverse network of open spaces that are valued by the community and are protected and enhanced for future generations.

Objectives:

  • Our parks and reserves are diverse, multipurpose and provide for communities, mana whenua and visitors
  • Open Spaces are well designed, accessible and valued
  • We are able to plan for and accommodate growth
  • Open Spaces are treasured and protected
  • Open Spaces contribute to enhanced biodiversity, improved water quality and reduced Green House Gas emissions

The review:

We're proposing a reviewed draft Parks and Open Spaces Strategy 2021, and a new draft Future Parks and Reserves Provisions Plan 2021. The Strategy remains largely the same, with some updates. Check out the draft documents below:

How will we plan for growth?

This was formerly part of the 2017 Strategy. A new draft Future Parks and Reserves Provision Plan has been prepared, which contains expanded Provisions Guidelines. When acquiring new reserves, the key objective is to ensure these reserves are high quality and can provide a range of recreation activities and meet the community’s needs. This land should be able to accommodate sport and recreation infrastructure such as play equipment, public toilets, BBQ’s and other features. This is in addition to reserves that have other primary functions such as connections, stormwater or setbacks.

This Plan’s focus is ensuring enough quality Local Parks, Community Parks and Sportsground Parks are provided, particularly in new and high growth areas. It provides more detail and clarity around how much public open space should be provided in existing urban areas and new subdivisions, and what type of land and improvements will be accepted. This plan also has information about how Reserve Land and Reserve Improvement Contributions should be applied in the future QLDC Financial and Development Contributions Policy.
