A refreshed Outdoor Dining on Public Places Policy was adopted by the full Council in May 2024.
Consultation occurred in March 2024. This page includes information about the proposal that was consulted on.
Introduction
Outdoor dining areas are an important part of making our town centres vibrant and attractive. They provide great opportunities to enjoy a good meal with family or friends, rest or simply watch the world go by. The presence of people in public places increases the sense of safety and security in streets, and even when empty, the outdoor dining areas can create atmosphere. They also provide bars, restaurants and cafésthe opportunity to extend their business footprint and attract customers.
It's important outdoor dining is appropriately managed to maintain safe access around town for pedestrians and those using mobility devices. There needs to be a good balance between providing a pleasant environment for businesses and the community, while managing nuisance and maintaining public health and safety.
Policy review
Over the past few months, Council has been reviewing the 2020 Tables and Chairs in Public Space Policy. Through this process, a refreshed Outdoor Dining on Public Places Policy has been developed. The key changes proposed in the refreshed policy are:
Clearer definition i.e. outdoor dining areas are spaces used for the consumption of food and beverages in association with a lawfully existing licensed premises, restaurant and /or café.
Licences will have an ability to be valid for up to three years, with an expiry on 30 June 2027 (annual renewals will no longer be required).
Rental rates for an outdoor dining area must align with the Council’s Revenue and Funding Policyand should be set at market rates, with provision for annual review, whilst recognising that the decision on the rental is set by Council resolution.
Introduction of guidelines around shared spaces, reflecting new types of road and footpath layouts in the Queenstown town centre.
Feedback closed on Sunday 24 March 2024. It will be collated and reviewed as part of finalising the Outdoor Dining Policy.
