Queenstown Lakes District Council is taking formal submissions on a draft Dangerous and Insanitary Buildings Policy 2025.

What’s a Dangerous and Insanitary Building Policy and how does it work?
To make our communities safer, legislation requires councils across Aotearoa New Zealand to have a Dangerous and Insanitary Building Policy.
The Policy is used to protect public health through a balanced risk-based approach, ensuring buildings are structurally sound and function without putting the health and safety of building users, residents, and visitors at risk.
Why do we need a new Policy?
Council is required to review its Dangerous and Insanitary Buildings Policy every five years, with the last of these taking place in 2021.
Earlier this year, a Ministry of Business, Innovation and Employment (MBIE) audit found the existing Policy lacked a statement regarding how QLDC prioritises potentially dangerous or insanitary buildings for assessment. The audit also found minor updates and corrections were needed to references and some wording.
As a result, we’ve brought forward the review by a year to incorporate any identified changes and updates from MBIE in the new draft Policy.
What’s included in QLDC’s draft Policy?
The draft Dangerous and Insanitary Buildings Policy 2025 remains largely unchanged, but key changes including:
- Clarification regarding the management of dangerous and insanitary buildings during a declared statement of emergency.
- New statement regarding how QLDC prioritises potentially dangerous or insanitary buildings for assessment.
- Minor updates to references and some wording corrections.
