Are you interested in how we protect, maintain and preserve the ten cemeteries in operation across our district?

The Cemeteries Bylaw 2017 | Kā Ture Urupā is now due for review. This sets a framework for having a welcoming and accessible space for remembering your loved ones.

Council is proposing to amend the current bylaw. We invite you to consider this revised bylaw and make a submission by 11 September 2023.


Summary of proposal

Before you provide your feedback, we have some minor proposed changes we’d like you to consider.

These include amendments to bylaw definitions, improvements to the readability and flow of the draft bylaw document and alignment with industry best practice, such as:

  • using the terms “inter” or 'interment' instead of 'burial', as 'inter' is the more commonly used industry practice. For the purpose of the draft bylaw, a 'burial' is a type of interment, so interment is a broader, more inclusive term. The definitions of ‘memorial’ and ‘monument’ have also been clarified.
  • clarification on the restrictions and regulation of promotional activities within cemeteries
  • additional wording around the regulation of vehicle use within cemeteries
  • further detail around the appointment and function of the Cemeteries Administrator, the sale of plots, the interment of people without means and the installation and maintenance of monuments and grave structures.

Cemeteries Handbook

The review of the Cemeteries Bylaw is separate to the Cemeteries Handbook.

The Cemeteries Bylaw is designed to regulate activities within QLDC owned and operated cemeteries and includes enforcement provisions for non-compliance. The Cemeteries Handbook is an operational document that supports the bylaw by providing guidelines, processes, and fees and charges.

The handbook is not being consulted on within the scope of the bylaw review process, however, feedback can still be provided through submissions and will be considered when the handbook is reviewed by officers in 2024.

Hearings will be held on Friday 6 October 2023.
